PROBLEM TO BE SOLVED: To provide a general-purpose charging arrangement where an inrush current that flows a battery pack at the start of charging is suppressed with a low electric power while waiting for charging. SOLUTION: When the battery pack is supplied with a charge current, a first output voltage is set in a level higher than the battery voltage in charging and controlled to be a prescribed charge current during charging.
