PROBLEM TO BE SOLVED: To simulate operation of a target CPU on a host CPU without any problems. SOLUTION: The simulation device is characterized by that it is provided with a reading means 200 for reading binary data having an instruction code of the target CPU, an instruction converting means 300 for converting the instruction code of the target CPU to generate a conversion code on the basis of the read binary data, a conversion code storing means 500 for storing the conversion code, and an executing means 600 for simulating the operation of the target CPU serving as a simulation object by executing either one of the instruction code of the target CPU or the conversion code by a predetermined reference.
