PROBLEM TO BE SOLVED: To provide a cleaning device equipped with a cleaning blade and a fur brush, effectively recovering toner or the like scavenged by the fur brush without disposing a special flicker member, avoiding the device's getting larger in size and realizing the prevention of soiling inside an image forming apparatus by recovered toner and the lowering of a cleaning effect. SOLUTION: The cleaning device is constituted of the cleaning blade abutting on an image carrier and the fur brush arranged on more upstream side than the cleaning blade in the moving direction of the image carrier and provided to come into contact with the image carrier, and the cleaning blade and the fur brush are arranged so that an edge part at the leading end part of the cleaning blade, which does not come into contact with the image carrier, may come into contact with the fur brush.
