PROBLEM TO BE SOLVED: To solve a problem in manufacturing pilot valves of various specifications and pressure characteristics corresponding to construction machines and operating machines, that the number of kinds of pilot valves is increased, which needs the cost for managing and manufacturing the same, and needs the complicated selecting/mounting work. SOLUTION: An operation pedal adjusting a channel opening of a valve body by being tilted, and a tilt angle restricting part 11 for restricting a tilt angle of the operation pedal 7 and a tilting restricting part 16 are mounted. The tilt angle determining part 11 and the tilting restricting part 16 are switchable between a restraining state for restraining the tilting of the operation pedal 7, and a tilting state for restricting the tilting of the operation pedal 7 within a predetermined angular range, so that the pilot valve can cope with various specification and pressure characteristics.
