PROBLEM TO BE SOLVED: To provide a pump controller for construction machinery, by which the working speed of the rise of a hydraulic actuator can be increased even when the output characteristics of an engine are isochronous characteristics or reverse drooping characteristics. SOLUTION: The pump controller for construction machinery has the engine 1 with an electronic governor 2, in which at least a part of a governor region can be controlled in either of isochronous characteristics, reverse drooping characteristics or characteristics, in which isochronous ones and reverse drooping ones are combined, and an engine controller 3, a variable displacement type hydraulic pump 4 driven by the engine 1, a plurality of the hydraulic actuators driven by pressure oil discharged from the pump 4, a changeover switch 18 indicating and inputting the minimum tilting-rotating angle of the pump 4, a construction-machinery controller 21 generating a control signal R in response to the indicated and input minimum tilting-rotating angle and a regulator 5 controlling the minimum tilting-rotating angle of the pump 4 in response to the generated control signal R.
