PURPOSE: A chock fixing device for manufacturing cold rolled steel sheet is provided to prevent damage of liner due to foreign materials, thereby preventing generation of a gap to improve accuracy of cold rolled products by completely removing foreign materials in a foreign material remover, thereby maintaining cleanliness of fixed rolls. CONSTITUTION: In a cold rolled steel sheet manufacturing apparatus in which the rolling rolls are embedded in a stand(100) so that rolling rolls(106) embedded in chocks(102) are correspondingly connected with each other, and both end parts of the chocks of the rolling rolls oppositely directed to each other are supported by cylinder, the chock fixing device for manufacturing cold rolled steel sheet comprises fixed rolls(200) eccentrically installed at the stand in such a manner that the fixed rolls are closely adhered to copper liner(104) of the chocks; a fixed roll operating means for close adhering the copper liner of the chocks or releasing adherence of the copper liner of the chocks by rotating the fixed rolls; a foreign material remover(300) equipped with a plurality of foreign material removing rolls connected with the fixed rolls and respectively installed oppositely to the chocks centering around the fixed rolls; and a position control means comprising a position sensor(304) for controlling the fixed roll operating means with being connected with the foreign material remover.
