<p><P>PROBLEM TO BE SOLVED: To use a single LAC device or a LNS device to allow connection with a plurality of L2TP transfer networks or ISP. <P>SOLUTION: An access router 500 comprising the LAC device or the LNS device has a virtual router function to perform relating to a virtual router for the unit of a physical interface or a fixed logical interface, for the unit of a L2TP tunnel or for the unit of a PPP session.
