<p><P>PROBLEM TO BE SOLVED: To provide a coding device suitable to encode a coded parameter of video coded data in a descriptor format of an MPEG-2 system stream. <P>SOLUTION: The device encodes a sequence coded parameter of an MPEG-2 video as a descriptor in a descriptor format of an MPEG-2 system stream. When a coding parameter such as an image size, an image aspect, and a frame rate is changed, the change can be notified to a video decoding device without affecting video coded data by inserting a relevant descriptor into a PMT (Program Map Table) etc with a predetermined timing before the change.
