PROBLEM TO BE SOLVED: To match, in an optical scanning device in which a liquid crystal is used, the direction of an activated layer (polarization plane of light beam) of a semiconductor laser tip which serves as a light source and the direction of the optical axis of the liquid crystal element with a simple means when the directions are not matching to make the position of a beam spot movable on a plane to be scanned with the function of a liquid crystal element, and to provide an image forming device in which the optical scanning device is used. SOLUTION: In front of the liquid crystal elements 43a and 43b, there are arranged: liquid crystal elements 43a and 43b which can make the position of a light beam on the scanned plane 16f variable; and half-wave plates 22a and 22b as optically rotating means which rotate the polarized plane of the light beams 21a and 21b.
