PURPOSE: A 2-component developing device and a process cartridge are provided to prevent the density of an image from being decreased at the edge of the image and form a stabilized image with uniform density. CONSTITUTION: A 2-component developing device includes a developing sleeve(15) for transferring a 2-component developer including a magnetic carrier, the first controller(17) for controlling the quantity of the developer transferred by the developing sleeve, a developer accommodating unit(16) for accommodating the developer scraped by the first controller, and a toner supply unit(19) for supplying a toner to the developing sleeve. The developer accommodating unit includes the second controller(23) placed above a transfer direction of the developer higher than the first controller. The developing device further includes a developer mixing/transferring unit(30) that transfers and mixes the developer between the first and second controller.
