PROBLEM TO BE SOLVED: To prevent the quality of a recorded moving image from deteriorating even though there is an error in intra-frame data received on the basis of an intra-refresh request signal when starting the video recording.

SOLUTION: A separating and multiplexing part 11 separates and multiplexes the frame data received by a radio part 12 being a communicating means. When the frame data are recorded in a video recording file 14, an error rate detecting/comparing part 18 compares the total error rates detected by a radio error detecting part 17c, a separation and multiplexing error detecting part 17b, and a moving image decode error detecting part 17a in processing intra-frame data received from the opposite communication terminal in accordance with the intra-refresh request signal transmitted from an inter-terminal control signal processing part 7 under the control of a video recording control part 6 with an error rate detected by a reproduction information error detecting part 16 about reproduction frame data which are decoded by a moving image decoder part 9 and are reproduced from an output frame memory 5, the switch of a video recording operating part 13 is changed over to a frame data side having a lower error rate to record the frame data in the video recording file 14.
