PROBLEM TO BE SOLVED: To improve the speech recognition rate of the whole system by using an external speech recognizing function even when a local information terminal is unable to sufficiently recognize a speech. SOLUTION: In a speech recognition service mediation system in which a speech recognition center providing speech recognition service and a plurality of local terminals with speech recognizing functions are functionally connected to each other through a network, the speech recognition capability of the speech recognition center for a given input speech is compared with the speech recognition capability of a local terminal to increase the recognition rate and then the speech recognition center complements the speech recognition capability of the local terminal.
