PROBLEM TO BE SOLVED: To provide titanium oxide dispersion liquid capable of forming a film exhibiting high hydrophilicity by the irradiation with visible ray. SOLUTION: The titanium oxide dispersion liquid contains titanium oxide, an amphoteric compound (for example, a monoamino monocarboxylic acid such as glycine, alanine, valine, norvaline, leucine, norleucine, isoleucine, phenyl alanine, tyrosine, diiodotyrosine, surinamine, threonine, serine, proline, hydroxyproline, tryptophan, thyroxine, methionine, cystine or cysteine,α-aminobutyric acid, a monoamino dicarboxylic acid such as aspartic acid, glutamic acid, asparagine or glutamine or a diamino monocarboxylic acid such as lysine, hydroxylysine, arginine or histidine) and a solvent.
