PROBLEM TO BE SOLVED: To provide a picture impression evaluation device by which the impression of a picture is exactly evaluated based on the sensitivity of a human, and to provide a picture impression evaluation method and a picture impression evaluation program. SOLUTION: The picture impression evaluation method conducts processing including: a feature amount acquisition process S3 acquiring at least one feature amount from a picture being evaluation of interest by using a storage means retaining database relating conditions with respect to at least one visual feature amount on the picture to representation information representing an impression felt by the human observed the picture; a representation information extract process S4 extracting the representation information related to the conditions satisfied by the acquired feature amount; and an output process S5 displaying the extracted representation information as information on the impression provided to the human by the picture being the evaluation of interest on an output screen.
