PROBLEM TO BE SOLVED: To provide a method for manufacturing chlorine by oxidizing hydrogen chloride with oxygen in the presence of a catalyst having a hardly depressible activity. SOLUTION: In the method for manufacturing chlorine by oxidizing hydrogen chloride with oxygen, a carried ruthenium oxide catalyst carried by a carrier treated with a gas or liquid containing at least one halogen compound is used. Preferably, the carrier is one treated with a gas or liquid containing at least either hydrogen chloride or chlorine. The oxidation is conducted preferably at 100-500°C, usually under a reaction pressure of atmospheric pressure to about 50 atm. Based on hydrogen chloride, the theoretical molar amount of oxygen is 1/4 mol; however, 0.1-10 times the theoretical amount is usually fed. In a fixed bed gas-phase flow system, the amount of the catalyst used, expressed by a ratio GHSV to the feed rate of raw material hydrogen chloride under the atmospheric pressure, is usually about 10-20,000 h<SP>-1</SP>.
