PURPOSE: A sub-carrier allocation system for OFDM communication, an allocating method thereof, and a recording medium for storing an allocation program are provided to overcome a limit of an existing system by allocating a sub-carrier group of a terminal of an ascending order considering the sub-carrier group of the terminal of a descending order. CONSTITUTION: A base station(100) includes a transmitter, a receiver, an MCS(Modulation and Coding Scheme) collector, a priority allocator, and a sub-carrier allocator. The transmitter(150) and the receiver(110) are used for transmitting and receiving traffic and a control signal by using a terminal and a sub-carrier group. The MCS collector(120) is used for collecting MCS control signals. The priority allocator(130) is used for deciding the priority of a sub-carrier group by using MCS control data, and a sub-carrier allocator. The sub-carrier allocator(140) is used for allocating sub-carrier groups to each terminal. The terminal(200) includes a transmitter, a receiver, a channel state estimator, and an MCS selector. The transmitter(240) and the receiver(210) are used for transmitting and receiving MCS control data. The channel state estimator(220) is used for extracting the MCS control data of each sub-carrier group. The MCS selector(230) is used for selecting the sub-carrier group having the particular MCS.
