PURPOSE: A terminal unit having a resource reservation function in mobile network, and a resource reserving apparatus and method are provided to raise a handover success rate by reserving a cell whose visit rate of a mobile station exceeds a specific limit value. CONSTITUTION: A transmission station(410) transmits traffic toward a mobile station(430). When an administration station(420) receives a request for recognition of a position of a mobile station(430) from a different network, it responds to it in place of the mobile station(430), and stores and manages past movement information of the mobile station(430). The mobile station(430) generates, stores and manages its past movement information, and receives traffic through the administration station(420).
