A heating system (1) for a film (3) used in a packaging line (2) to form hollow packaging sections, comprises a heating member (5) for the film primary surface (4) and a radiating, esp infra-red heater (7) for the secondary surface (6). The heating member is located above the film and the radiating heater is located below it. A sheet of glass is located between the radiating heater and the film, along with an interchangeable stencil. The heating unit is located directly in front of the forming station, and the contact area between the heating member and the film can be increased using a vacuum. The spacing between the radiating heater and the film can be changed by varying the stencil thickness. The infra-red heater wavelength is 1-100 microns, esp 2-10 microns.
