PURPOSE: An apparatus and a method for compensating change of surface level of molten iron caused by fluctuation of mass-flow are provided to maintain the surface level of the molten iron constantly by obtaining thickness and speed variations of slab at the output side of rolling mill and calculating compensation amount of sectional area of outlet of mold. CONSTITUTION: In a method for controlling change of surface level of molten iron caused by mass-flow fluctuation of rolling mill in the continuous casting and rolling processes of thin slab and mini-mill plant, the method comprises a step of measuring speed and rolling force of the slab at the output side of the rolling mill; a step of obtaining speed variation of the slab at the output side and thickness variation at the output side from the speed and rolling force of the slab; a step of obtaining a slab speed compensation amount using the obtained speed variation of the slab at the output side and the thickness variation at the output side; and a step of controlling a slab speed variation at the input side according to the obtained compensation amount, wherein the slab speed variation at the input side is controlled by controlling sectional area of mold from which the slab is discharged according to the obtained compensation amount, wherein the compensation amount (compen) is obtained by the following expression 3:(Expression 3) compen=αxdv/v+βxdh/h, where v is a slab speed at the output side, h is a slab thickness at the output side, α is compensation coefficient of the slab speed variation at the output side, and β is compensation coefficient of the slab thickness variation at the output side, and wherein speed and rolling force of the slab at the output side are measured using speed gauge(7) and rolling force gauge(8) installed at the output side of the rolling mill.
