PURPOSE: An MPEG file distribution management system and an MPEG file distribution management method are provided to enhance the performance of system by distributing files. CONSTITUTION: A system manager divides a large volume of MPEG-1 file into two or more arbitrary files. A header data unit(10) extracts and stores header information existing in the MPEG-1 file. A meta split data unit(20) searches the divided files and stores time codes in sequences and offset information in pack start codes. A meta access data unit(30) has data relating to the division. In the meta access data unit(30), because file name and start offset pairs are stored, although the files may be stored by dividing, that is out of the question.
