PROBLEM TO BE SOLVED: To prevent unnecessary air from being trapped in a packaging bag body filled with continuously produced materials to be packaged as much as possible. SOLUTION: A packaging device continuously produces a packaging bag body H filled with materials M to be packaged by a transverse seal Sa of the next order after filling the materials M via a filling pipe 1 located inward of a cylindrically formed packaging material F. A holding means 5 holds the packaging material F from both sides at the position above a transverse sealing means forward of the cylindrically formed position of the packaging material F. The transverse sealing means 5 comprises a pair of holding bodies 5a and 5a which are advancing/retractable to/from each other. A projecting portion 5c formed on one of the pair of holding bodies 5a and 5a is inserted in a recessed portion 5b formed on the other when the pair of holding bodies 5a and 5a are brought close to each other.
