PROBLEM TO BE SOLVED: To provide a cooling and warming sheet device as an inexpensive cooling and warming device by reducing the number of constituting parts for simplifying its assembling work to reduce an assembling man hour. SOLUTION: This cooling and warming device is provided by forming a water-supplying port 5 capable of fitting with a rubber packing at its upper part, a service opening part 10 capable of mounting a lid body 7, a tank 1 formed with a draining port 8 at the lower part and a mat 3 fixed at the lower part of the tank 1, attaching and fixing a circulation pump 2 at the inside of the tank 1 and arranging a water-sending hose 4 communicating with the circulation pump 2 through the inside of the mat 3, and also the end part reverse of the side communicating with the circulation pump 2 at the inside of the tank 1 for circulating the water in the tank by driving the circulation pump 2 so as to change the surface temperature of the mat 3 coupled with the temperature of the water in the tank 1.
