PROBLEM TO BE SOLVED: To efficiently operate an AP server by automatically changing where to install an application depending on the loaded condition of the AP server. SOLUTION: A management server 101 comprises a performance data management part 201; an optimum server determining part 203; a storage pass switching part 204; an AP installation management part 205; an AP unintallation management part 206; and a performance data table 207. The name of the server, performance data periodically acquired from the AP server, and the results of weighting calculations made by use of the performance data and numerical weighting values stored in the performance data numerical weighting value table of the management information DB, are stored in the performance data table. The optimum server determining part determines the most appropriate AP server for installing the application, from among AP servers under management, by use of the results of the weighting calculations stored in the performance data table.
