PROBLEM TO BE SOLVED: To provide a phosphor that is suitable for increasing the brightness and the efficiency of flat type white light sources for the back light of liquid crystal display devices or for the plasma panels in PDP (plasma display panels). SOLUTION: Terbium-activated rare earth metaborate phosphor is represented by general formula: Ln<SB>1-x-y</SB>Tl<SB>x</SB>Tb<SB>y</SB>(BO<SB>2</SB>)<SB>3</SB>(wherein Ln is at least one element selected from La, Gd, Y, Lu and Sc; x and y are each 0.03≤x≤0.3 and 0.02≤y≤0.6). This phosphor shows high brightness and efficiency under the excitement with the ultraviolet rays in the vacuum ultraviolet area (wavelength of≤200 nm) and under the excitation with low-speed electron beams.
