PROBLEM TO BE SOLVED: To obtain a thermally activated adhesive which has excellent adhesive power to a material to be bonded and blocking resistance and is obtained by using a substance replacing a phthalic ester used as a thermally melting substance (also called as a solid plasticizer) in a conventional thermally activated adhesive and a thermally activated adhesive sheet. SOLUTION: In the thermally activated adhesive consisting essentially of a thermoplastic resin, a tackifier and a thermally melting substance, the thermally melting substance is at least one kind selected from phenol compounds represented by formula (I)-formula (IV) (R is a 1-4C alkyl group, a benzyl group or a substituted benzyl group) (R<SB>1</SB>, R<SB>2</SB>and R<SB>3</SB>are each a 1-22C alkyl group, a cyclohexyl group, a phenyl group, a benzyl group or a substituted benzyl).
