PROBLEM TO BE SOLVED: To obtain a shield machine which has a simple structure equipped with an obstacle cutting means and does not inhibit normal excavating work. SOLUTION: A rotating cutter head 60 is rotatably at least in one 40 of a plurality of cutter spokes 40 and 50 which are revolvably installed at the front end of the shield machine 1; an obstacle cutting bit 61 for cutting an obstacle is arranged on the front end surface of the cutter head 60; and a rotating cutter bit 62 for excavation is arranged on the side surface thereof. Only during the stop of the revolution of the cutter spokes 40 and 50 or the oscillation of them, oil pressure is supplied to a rotation-drive hydraulic motor 90 for rotating and driving the cutter head 60, so that the obstacle can be cut off. The cutter spokes 40 and 50 are revolved for excavation in a state wherein the cutter head 60 is made unrotatable by a lock pin 80. In this case, the cutter bit 62 excavates sediment.
