PROBLEM TO BE SOLVED: To provide a developing device which forms a high-quality image using a first developer carrier and a second developer carrier and which can prevent the generation of image failure, due to the disturbance, by the developer on the second developer carrier, of the development image on an image carrier developed by the first developer carrier. SOLUTION: In the developing device 1, having the first developer carrier 8 for carrying the magnetic developer to a first developing part 12 and the second developer carrier 9 for carrying the magnetic developer to a second developing part 13, in which the first developer carrier 8 and the second developer carrier 9 serially supply the magnetic developer for an electrostatic image on the image carrier, the peak value of the normal line direction component of the magnetic force formed near the second developing part 13 is larger than the peak value of the normal line direction component of the magnetic force formed near the first developing part 12.
