PROBLEM TO BE SOLVED: To provide a technique for broadcasting user-friendly programs. SOLUTION: In the broadcast transmitter 100, a program data input unit 110 acquires program data constituting programs. A character data input unit 120 acquires character data concerning characters shown on a display screen of a viewer, together with a program. A sender 170 sends out broadcast data containing the program data and the character data.
