PROBLEM TO BE SOLVED: To provide a control device of vehicle-mounted apparatus, capable of preventing stolen vehicle-mounted apparatus from being used. SOLUTION: Electric power is always supplied to a car navigation device 1 through a power source line A3 from a battery 2 independently of operating states of a vehicle and on/off of the device. When an ECU 8 decides that the voltage of the power source line A3 is below a predetermined voltage from voltage data generated by an A/D converter 5, the ECU judges that the electric power supply is stopped and resets a removal flag into zero. Whenever the car navigation device 1 is turned on, the ECU 8 refers to a value of the removal flag, and when this value is zero, the performance of various navigation operations is not started unless the authentication result of a password authentication becomes OK.
