PROBLEM TO BE SOLVED: To transmit position information for a person or a moving object at appropriate timings. SOLUTION: A table including moving state information for regulating a plurality of moving states of the object and abnormality/normality determination information for determining abnormality or normality of the object regulated for every moving state information is preliminarily stored in a corresponding table storage part 5. The present position of the object is detected by a position detection part 2, and the motion of the object is detected by a state detection part 3. A state determination part 4 determines the present moving state of the object corresponding to the moving state information of the table on the basis of the detected motion of the object, and an abnormality determination part 6 reads the normality/abnormality determination information corresponding to the present moving state of the object from the table to determine whether the motion of the object is abnormal or not. When the abnormality is determined by the abnormality determination part 6, abnormality occurrence information is generated and transmitted with the position information by a position information transmission part 1.
