<p><P>PROBLEM TO BE SOLVED: To provide an optical fiber or the like which has high nonlilinearity and can be easily achieved even if the absolute value of wavelength dispersion is small in wide band. <P>SOLUTION: The optical fiber 100 has a core region 110 and clad regions 111 to 114. The first clad region 111 and the third clad region 113 have a plurality of sub-medium regions 102 composed of sub-medium having the refractive index lower than the refractive index of a main medium 101 in the main medium 101. The average refractive index [0] of the core region 110, the average refractive index N[1]of the first clad region 111, the average refractive index N[2] of the second clad region 112 and the average refractive index N[3] of the third clad region 113 satisfy the relation "N[0]>N[1]<N[2]>N[3]".
