PROBLEM TO BE SOLVED: To solve the problem of the occurrence of dispersion in the number of still pictures recordable in a storage medium with a limited capacity because a file size differs even when an image is compressed at the same compression rate in the case of compressing various image data the property of the image of which differs from each other.

SOLUTION: An approximate expression selecting means 2 selects an approximate expression for providing a change closest to that in a data size due to the difference of the property of original image data on the basis of a data size calculated by first compression, a compression rate decision means 3 uses the selected approximate expression to decide a compression rate providing a desired data size, and an image compression means 1 applies second compression to the data, then the compressed data with a target file size can be obtained with high accuracy.
