PROBLEM TO BE SOLVED: To easily detect a boring hole of a pipe used for a floor heater without requiring a special measuring instrument. SOLUTION: This floor heater 1 is formed by fixing a floor surface material 20 for forming a housing groove 25 for housing the pipe on the under surface side by using a fixture such as a nail 18 on a floor backing material so as to house the pipe in the housing groove by arranging the pipe 12 for circulating a heating medium on the floor backing material 2. A hand pump 30 is installed on one end of this pipe, and a balloon 31 is installed on the other end of the pipe. The balloon 31 is inflated by sending outside air into the pipe by the hand pump 30, and the boring hole of the pipe is detected by a shape change of contracting the balloon 31.
