<p><P>PROBLEM TO BE SOLVED: To prevent the input of incorrect contents of an answer to a message from a server. <P>SOLUTION: When an answer request 5 for requesting operator's judgment is issued from a service providing part 1a, the answer request 5 is stored into an answer request storage part 1c (step S1). Then the answer request 5 stored in the answer request storage part 1c is transmitted in response to an acquisition request of the answer request 5 from a 1st client 3 connected through a network 2 (step S2). When an answer result 6 is received from the 1st client 3, the answer result 6 is transferred to the service providing part 1a and the answer request 5 and answer result 6 are made to correspond to each other and stored into a history information storage part 1d as history information (step S3).
