PROBLEM TO BE SOLVED: To provide a panel with a paned window which has excellent sound insulating performance while keeping costs low by structurally using a pane of glass. SOLUTION: The panel P is formed by arranging a glass plate 11 in almost the center of a panel body 10. A pair of first front and back elastic bodies 20 and 20 different in elastic modulus from each other are arranged on the sides of respective front and back surfaces on the outer peripheral side of the glass plate 11, and second elastic bodies different in elastic modulus are arranged outside the elastic bodies 20. A plate material 25 and a sound insulating sheet 27 are added as members to inner peripheral sides of a pair of surface materials 15 and 16 for forming the panel body 10, and a recess 26 is formed by machining.
