PROBLEM TO BE SOLVED: To provide a combined cycle power generation plant with simplified systems by effectively utilizing steam used in preheating operation. SOLUTION: This combined cycle power generation plant B is provided with a turbine 42 to drive a power generator 44, a waste heat recovering boiler 60 to recover waste heat by taking exhaust gas from the turbine 42, a steam turbine 51 to drive a power generator 52 by steam generated from the waste heat recovering boiler 60, a condenser 90 to supply condensate to generate steam to the waste heat recovering boiler 60, a deaerator 93 for starting to supply deaerated condensate to the condenser 90, and a cooling system 71 to cool the turbine 42 using steam from the waste heat recovering boiler 60.
