<p><P>PROBLEM TO BE SOLVED: To provide a scanning device in which a look-up table is eliminated and which enables zigzag scanning at high speed with a small circuit scale in zigzag scanning used for picture encoding and to provide a scanning method. <P>SOLUTION: In a zigzag scan address calculating means 105, a reverse incremental value (DZ) or a continuous incremental value (DX) is added to a present zigzag scan address (IX) and they are accumulated by giving constant regularity in a change of the address at the time of zigzag scanning and using that the same value continues in a differential value of the address. Thus, a next zigzag scan address (NEXT) is calculated. When a scanning direction is changed by a scanning direction determination means 102, a scanning direction reverse means 103 changes the reverse incremental value (DZ) or the continuous incremental value (DX).
