PROBLEM TO BE SOLVED: To match the frame position after reproduction rate conversion to the prescribed synchronous point. SOLUTION: A synchronization adjuster 6 adjusts an optional frame position of a second video signal converted from a first video signal on the basis of adjustment of a position on a recording medium that a reproducer 3 starts to reproduce. An effective frame information detector 4 detects effective frame information from the first video signal to be reproduced. An effective frame reference signal generator 7 generates an effective frame reference signal Fs on the basis of the detected effective frame information. A phase adjuster 8 adjusts the phase of the effective frame reference signal Fs such that an optional frame position of the second video signal subjected to frame position adjustment matches a prescribed synchronous point. A converter 10 performs conversion processing on the basis of the effective frame reference signal Fs subjected to phase adjustment. COPYRIGHT: (C)2004,JPO
