PURPOSE: A horizontal and vertical measurement tool having a lamp and a laser point is provided to measure a horizontal state of a far-distant region at a time by attaching the laser point to a level such that a laser beam passes through the level in parallel to the level. CONSTITUTION: A horizontal and vertical measurement tool includes a level(1). A plurality of notch mark checking lamps(8-a,8-b,8-c) are attached to the level(1) so as to allow a user to easily check a position of bubbles through a plurality of notch mark windows(7-a,7-b,7-c). A laser point(4) is attached to the level(4) in parallel to the level(4) so as to measure a horizontal state or a vertical state of a far-distant region at a time. The notch mark is easily checked even if the level(4) is in a dark place due to light radiated from the laser point(4).
