<p><P>PROBLEM TO BE SOLVED: To efficiently remove carbon dioxide, to produce hydrogen gas at a low cost and to effectively use the removed carbon dioxide. <P>SOLUTION: The carbon dioxide in the gas containing carbon dioxide and moisture is separated/removed as the form of a carbonate and hydrogen gas is produced on the side of a cathode 12 by arranging an anode 11 and the cathode 12 on an electrolytic membrane 10 having a sodium ion exchanging function, bringing an aqueous solution of a sodium compound into contact with the anode 11, supplying the gas containing carbon dioxide and moisture to the cathode 12 and impressing DC voltage between the anode 11 and the cathode 12. The carbonate aqueous solution discharged from the side of the cathode 12 is supplied preferably to the nitrification and denitrification steps of a water treatment system.
