PROBLEM TO BE SOLVED: To provided an injector for promoting atomization of a fuel to be injected. SOLUTION: A nozzle hole plate 52 is formed with a plurality of nozzle holes 54 which injects the fuel flowing from a downstream side of a valve seat on which a valve member is seated in a fuel passage of a valve body. The nozzle hole plate 52 includes a cover part 56 for covering an upstream side end part of each of the nozzle holes 54, and is formed with a swirl flow generation passage 58 which introduces the fuel flowing from the fuel passage of the valve body to the upstream side end part of each of the nozzle holes 54 covered with the cover part 56 to generate a swirl flow inside each of the nozzle holes 54.
