PROBLEM TO BE SOLVED: To provide a communication controller and a packet filtering method for filtering a packet at a high speed and to a high degree.

SOLUTION: A router filters a packet. An input filter 2 provided in the router has a packet type discriminating section 22 and a JAVA (R) processor 23. The section 22 determines a packet type of the classification of a protocol applicable to the packet. The processor 23 selects a byte code corresponding to the packet type determined by the section 22 and determines the propriety of passage of the packet using this byte code.
