PROBLEM TO BE SOLVED: To provide a civil-engineer structure equipped with planting sections, which sufficiently copes with need of valuing environmental protection and harmony with the environment without marring the natural landscape, and to provide a method of constructing the civil-engineer structure. SOLUTION: An outer wall of the civil-engineered structure is retreated in a thickness direction at every predetermined height, and the planting section having a predetermined width is formed in the retreated area. The outer wall is assembled from steel sheet piles, and a plurality of anchors are horizontally arranged inside each steel sheet pile, followed by filling a hardener from an upper bed of the outer wall up to a height that excludes a depth necessary for the planting section, to thereby embed the anchors in the hardener. Thus a concrete foundation is formed on an upper surface of the hardener at a location that recedes in the thickness direction by the width of the planting section. Then the outer wall in the following upper stage is assembled from the steel sheet piles, and the planting section like a recessed groove is formed between the lower-stage outer wall and the following upper-stage outer wall, followed by filling earth and sand for planting in the planting section.
