PROBLEM TO BE SOLVED: To provide a laser oscillator laser-oscillating by low energy beam using a thin film containing rare-earth complex. SOLUTION: The laser oscillator has a substrate and the thin-film composed of a transparent matrix which is placed on the substrate, and to which a +trivalent asymmetric type rare-earth ion complex emitting a fluorescence by irradiating specified excited beams.
