PROBLEM TO BE SOLVED: To reduce load of an impact-energy absorption ring during normal steering and also reduce twisting load during absorption time for impact energy. SOLUTION: First and second impact-energy absorption protrusions 8, 9 protruded separately in the axial direction between impact-energy absorption rings 6, 7 and contacting with each peripheral surface on the other side of first and second housings 3, 5 are formed in the first housing 3 for rotatably supporting a steering shaft having one end connected to a steering wheel or the second housing 5 fitted relatively movably to the first housing 3 in the shaft length direction through the two impact-energy absorption rings 6, 7 which are separately formed in the axial direction. The load of the impact-energy absorption rings 6, 7 during normal steering is reduced by the impact-energy absorption protrusions 8, 9 and the twisting load during absorption time for impact energy is made to be reduced with the impact-energy absorption rings 6, 7.
