PROBLEM TO BE SOLVED: To provide an EGR air-conditioner with a flat tube where cooling water can uniformly distribute on portions of the surface. SOLUTION: Only in a distribution region 1b where the cooling water distributes relatively faster, except regions where the water slackens on portions of the plane surface of the flat tube, a number of swollen portions 8 for alienating the distribution are formed protruding on the outer face of the flat tube in mutually spaced relation.
