PROBLEM TO BE SOLVED: To provide an information processing system, a server and a Web address issue method, capable of providing minute Web address information with each user using a client as a target. SOLUTION: When this beacon server 10 receives user information from a client system 13, the beacon server 10 refers to a user database 12, acquires the Web address information correlated to the user information, showing a Web page optimum to the user, and transmits a URL beacon thereof to the client system 13.
