PROBLEM TO BE SOLVED: To provide a reinforcing fiber substrate for a fiber-reinforced plastic material which minimizes the waviness of the substrate. SOLUTION: In the reinforcing fiber substrate 1 for FRP, a one-way fiber bundle group 2 is held between mats 3 and 4 and bound by sewing the mats 3 and 4 together by using a stopping thread 5. In the fiber bundle group 2, a plurality of one-way fiber bundles 2a are adjacently arranged in parallel without overlapping each other into a sheet. The mats 3 and 4 are fiber sheets of high porosity. By sewing the mats 3 and 4 together by using the stopping thread 5, the mats 3 and 4 and the fiber bundle group 2 are bound. The stitch direction of the stopping thread 5 is parallel with the fiber bundles 2a, and the stopping thread 5 does not cross the bundles 2a. As a result, no waviness occurs in the fiber bundle group 2. When the reinforcing fiber substrate 1 without the waviness is impregnated with a resin, FRP high in strength is produced.
