PROBLEM TO BE SOLVED: To provide a low-cost cold rolled steel sheet which has superior gas sealing property while balancing workability and spring characteristic and is used for a gasket material having excellent spring characteristic and a manufacturing method thereof and to provide a low-cost gasket material excellent in spring characteristic, having superior sealing property and suitably used for openings for cooling water, openings for lubricating oil and openings such as bolt holes. SOLUTION: The cold rolled steel sheet has a composition consisting of, by weight, 0.04 to 0.35% C,≤0.5% Si, 1.0 to 3.0% Mn,≤0.06% P,≤0.06% S,≤0.1% Al, 0.0010 to 0.0150% N and the balance Fe with inevitable impurities.
