PROBLEM TO BE SOLVED: To provide a flaky-pigment-containing powder coating composition having excellent recyclability and good application properties and giving a coating film improved in metallic appearance, brilliance, brightness, etc. SOLUTION: The powder coating composition contains powder coating particles provided with a thermosetting resin powder, a sticky binder, and a flaky pigment bonded to the surface of the thermosetting resin through the binder, wherein the mean particle diameter of the powder coating particles is 100μm or smaller in terms of a D50, and the rate of bonding of the flake pigment to the thermosetting resin powder is in the range of 90 to 100%.
